But the useful output is deliberately smaller: a bounded prospect, the evidence that supports it and the next information action required to test the interpretation.
Narrow without erasing context
The transition from national context to a specific target should be visible. Reviewers should be able to move back through the layers that produced the recommendation and understand what was excluded along the way.
